I don't see it as an effort to starve the spirit, but as an acknowledgement that a state-supported school is not the appropriate venue for the feeding of the spirit. Since different parents have radically different ideas of what and how the spirit ought to be fed, and most of them believe, quite appropriately, that they should be the ones to choose the manner in which the spirits of their children ought to be fed, it seems appropriate to leave this particular matter in the hands of parents and the churches of their choice.

Nowhere is it written that school must fill all of a child's needs.
