My experience has shown me that (1) tax selling bottoms are very unpredictable and lack the characteristics of other short term trading bottoms, (2) that they characteristically occur before X-mas, and (3) that the intial turn can be very few shares trading and a move of, say, 20% -- this is because the market makers see the change in order flow and yank back up what they have let fall quickly. They are very hard to trade if you want to accumulate some shares after the bottom seems to be in place: that's just usually too late. So for high rewards you need to assume more risk.
