The French found a way to nuance the terrorist's demands.
Instead of revoking their "No headwear" school dress code, French authorities announced it was permissible to wear light scarves. They were trying to find a middle ground so they did not appear to backdown from the terrorists. It didn't work. The French have as much political backbone as the Spanish people--none at all.
