Although that was not the question I responded to one cannot fully assess what the real needs of people are following a catastrophe, as catastrophe's come in varying forms.

Financial
War
Famine
Floods
Hurricanes
Earthquakes
Wildfire
Drought
Avalanche
Tsunami

...just to name a few.

IMO, citing a single catastrophe such as Katrina on a board that is geared in the direction of financial matters does not appear to be all that relevant to the discussion.
