I think because the bid, ask, and last trade do not move in concert.
Bid / ask says 'here is what we offer / ask from you, based on the
trades that we see is in the pipe right now', where the last trade
shows only executed trades. I believe this delay is because the
market makers are ahead of us, they can in fact exploit this window
to buy low and sell a little higher. Someone said they are not allowed
to trade the same shares they are mm in, but who can prove that they
are not doing their clients a favor. I am not a pro here, this is just
how I think it works, please find out yourself.
