Any lawyer type person want to point out why this is a dumb thing to wonder about? Is crime a violation of civil rights? If someone is murdered is the murderer in violation of that persons civil rights? If someone is robbed of their personal property is the robber in violation of that persons civil rights? In other words is crime a violation of civil rights? Are laws put in place to protect a citizens civil rights? If crime is a violation of civil rights and illegal immigration is a crime then isn't illegal immigration a civil rights violation?
