One of the reasons for our high health care costs is that health care services have mostly not been subject to international competition. But to an extent that's changing as the story you posted shows.

Mexico's care is cheaper partially because labor (even skilled labor like doctors) is cheaper in Mexico, partially because your likely to get less expensive resources thrown at a relatively routine procedure, partially because of less concern about lawsuits, and probably partially for a bunch of different reasons I can't think of. Your not going to get the best levels of premium care for serious problems, but if you can't afford that anyway than medical tourism, to Mexico, or India, or wherever, is something that makes sense for some people.
