Interesting question.

Haven't thought about that angle.

Probably a good question for EricL.

I speculate that details with China, MOT and Lucent would be agreed to prior to QCOM allowing the Standards process to progress.

It does not seem logical or likely to me that QCOM would allow its technology and IP to be augmented with other parties' without a full understanding of consequences over time. For instance, I suspect it highly implausible that MOT or LU or China could demand any royalty rate they choose for their 1x EV-DV contribution. This must be set in stone beforehand.
