A health care system is supposed to prevent accidents? Surely you jest...

When you evaluate anything, you have to come up with relevant criteria. You don't measure a school system, for example, by how many hours kids spend watching TV on weekends. And you don't measure a health care system by counting deaths from accidents. Well designed studies weed out variables that don't relate directly to the bottom line. Any evaluation of marketing, for example, adjusts for circumstances outside the control of marketing. You don't fire your film marketing chief when the box office is poor due to a hurricane. Life expectancy is a reasonable factor to consider because a good part of it is a function of health care but the data needs to be adjusted for factors outside the control of the health care system if you want valid data.
