Seoul to begin accepting applications for
IMT-2000 operator's licenses today

The Ministry of Information and Communication begins accepting applications
for the three IMT-2000 operator's licenses today.

Candidates will turn in the basic application form, a written oath to follow related
regulations, an application for the frequency allocation and business plans by Oct.
31.

The ministry will then carry out an extensive review through December on
financial and other criteria and announce the winners in late December.

The selection of operators for the third-generation mobile telecom service,
however, is expected to be troublesome.

While agreeing in principle with the ministry's call for multiple standards, the
three bidders - Korea Telecom (KT), SK Telecom (SKT) and LG - all have
expressed their preference of the W-CDMA (wideband-code division multiple
access) standard that is projected to take 80 percent of the global market. The
government made an ultimatum earlier this month that at least one of the three
operators must adopt the cdma2000 standard developed by Qualcomm of the
United States. Cdma 2000 is a technology in which Korea was the first in the world
to deploy commercially.

Should all three operators apply for the W-CDMA standard, the ministry will
drop one of them and select a new operator next year on the condition it adopts the
cdma2000 standard.


The three operators are expected to simultaneously turn in their business plans
on the last day for applications. (KMH)
