Help From All on Partial Fills

Futher Clarification. Len, if I understand your explanations correctly then: I get a partial fill at 11:46 and have 200 left, I watch for 4 hours as over 40K shares trade at my price and this is legit because Datek didn't have any buys from their accounts at this price AND the rest of the market CHOSE not to buy from ISLD.

If my understanding is correct:

1) How often can/does this occur?

2) What prevents my order still being open when the bid goes ABOVE my sell price?

3) Is there any way to prevent this?
