The fact of the matter is that Intel calls outnumbered puts (for the same striking price) by a wide margin for the most part.

You can see the MMs work around a strike price (up and down) so that they can zap both the puts and calls holders. (By the way, did you notice how the actively traded stocks always ended near a nice, round number on the option expiry week?)
