I believe WP 8 is a full 32 bits application, meant for Win 95 and Win NT; so it will not run on (16 bit) Win 3.1.. I believe the newest available release specially for Win 3.x (16 bit) is now WP 7 suite. WP 7 was initially released for 32 bits Win 95 (and NT) and now is also available for DOS and Unix.
