JPR's remark was that India never initiated a war with Pakis and so the latter need not fear India.

Maybe so. But look at the statements made by a few Cabinet ministers after India's N-tests last year, telling Pakistan to realize who's the boss and to pick the place and time for the next fight, and there is every reason for Pakistan to fear India. Of course, now that Pakistan has N-weapons, it need not fear India anymore.
