You said the state has a Mediterranean climate. That is factually inaccurate, although a part of it does have something close to a Mediterranean climate. As you can see, most of the state IS arid.

Much of the state has a Mediterranean climate, with cool, rainy winters and dry summers.

A key problem with California in regard to water is the refusal to allow market influences on the price of water. As a result, when water is in short supply, it has not been priced accordingly and water conservation is not possible.
