Its not simply a matter of temporarily pushing down violence by their presence. Many of the areas appear to have made longer term improvements, and more and more of them are being turned over to the Iraqis, with violence still way down even with a US presence that is no larger, and may be smaller, than the pre-surge levels.

Providing security to the people against an insurgency isn't besides the point, it is the point. Its the best way to get information about the enemy, and to get people to support you. It makes your position stronger, and the other sides weaker. Its usually the best way to fight such a war.
