A guest worker program would solve the problems of aliens using social services illegally, and the inability to keep track of aliens.

Combine that with an effective border closing, and the problem would be mainly solved. I have often thought that if they started picking up and depositing over the border in Tijuana about 500 illegals a day in California, the word would get out and they would not come back. Combine that with the guest program, and we would make a start.

Rove thinks this would alienate the latin vote. I think it could be sold.
