Cant think of amore complex problem.

Take the case of a virilent and mostly fatal flu , perhaps 10 percent and up.

To identify and contain it needs alertness and testing ability at every medical office. Should be able to make progress in that area.

To contain it might require stopping all airlines, buses, trains, cars. Closing schools.And soon as possible. An economic disaster.
To make such as major call may take a Presidential edict to avoid lawsuits.
The percent fatalities may not be known for a week or more, and sick individuals would already have traveled.
Is it then too late to stop transportation of people and assembly of crowds ? .

Probably, which is why I agree with your statements.
Get the perpetrators.
