I know what the claim is. I am saying that we have, in text of the Constitution, a gauge for the right to privacy. Obviously, security in one's domicile and papers is a key element of the right to privacy, but can be overridden fairly easily, though not ignored. As far as "addressing behavior" goes, there is no "privacy" exemption for criminal behavior. I cannot say "It is between me and my account how much I owe in taxes", or "It is between me and my contractor if I choose to violate set- back ordinances when I build my house."
