Janice, to answer your questions..1. First come first serve. 2. The present system or any system cannot solve that issue. That's just a sad fact of life. Attempting a government solution to family problems such as this would only create more complex and difficult problems.

The two problems you say would exist if we implemented voucher's, already exist today. As far as number 1 goes it just happens too very wealthy kids and parents. At least poor people or middle income people would have a chance at these schools, unlike today.

Just think of all the positive things which could and probably would happen. Maybe even transforming are inner cities educational system.
