Reading between the lines:

California has major big companies. Those companies lose alot of money when we have black outs. Probably billions. Also they expose themselves to lawsuits if someone get injured, etc. By getting prepared for a black out
they can organize employees better. Also save alot of money too.

IMO, they have no reason not to go for this IDFR software.
