California to get 1-hour outage warning

LOS ANGELES, May 24 (UPI) -- A new system to warn California residents of
an impending rolling blackout was announced Thursday by Gov. Gray Davis.
Under the plan, neighborhoods slated for possible outages would be revealed
24 hours in advance with a 1-hour warning issued when blackouts are about to
actually occur.
