From what I've read so far, I get the impression it's rather important, but I'm really not sure what "Windows Installer" is for? I'm going to wait for the window to pop up again, take diligent notes and post them here. I'm not having problems installing or uninstalling software, and I did go into my registry and disable windows installer last night, but there it was again this morning, pooping all over my screen.
