The farmers sometimes aren't paying for water at all, let alone through an exact metering scheme. But that doesn't mean there can't be a market.

If they are allocated water, a specific allocation, a certain percentage of water moving through some specific stream, or whatever, and they are allowed to sell that water for market prices, then even if they don't have to pay for it in the first place you still have extra water going to where its really needed, while also giving the farmers and incentive to conserve.
