One of the downsides encountered by many of the highly intelligent is a minimal tolerance for boredom. There is nothing new about some people being "over-qualified" for jobs, with the implication that if something more attractive comes along, the candidate might move along too easily. This is just a variation on that idea.

I think it is a smart policy designed to save taxpayers money. Good on them.
