You didn't read the article at all. It's not about falling off of curbs! It has to do with reducing alcohol related accidents, including car accidents and fatalities.

Drunk drivers may survive but they injure and kill others.

Wrong on the assumptions. More than 1/2 of all drunk driving crashes do not involve alcoholics. Facts, brother!

But the larger concept to understand is called "harm reduction" - modifying behavior to decrease the morbidity/mortality of the problem behavior. In this case, there is a cost effective intervention that reduces alcohol related trips to the er, even if they don't become abstinent.

And now we can get back to the original question. Why do private health insurance co's not cover this and a whole slew of other public health measures?
