To Rasmussen, "approval" means "I dont hate him that much".
Rasmussen is the only pollster who shows anyone still likes Bush. He is a GOP pollster so who knows how he asks the questions.

Do you absolutely disapprove of everything Bush ever did?

40% would disagree with that.
