China Inc is the only actor that is trying to compete with Samsung, Hynix and Micron these days. It is not only price of fabs that constitutes a moat--although it is formidable--but the technological barriers. It is extremely difficult to make state of the art DRAM, especially if the vendor will actually comply with patent laws. It is even hard to make state of the art NAND, although apparently not as hard.
