It's a business opportunity foregone. I don't think Apple needs the fifty bucks or less per unit sold they would make from such a deal, in exchange for the support costs.

Furthermore, I don't think Apple wants to lose control of the user experience by licensing the OS to Dell and having Dell create the hardware.
