Ok, now you're talking. These are problems in the inner city schools.
However, just because it's hard to hire good teachers doesn't mean the inner city schools don't have them. Just because it's easier to teach at suburban schools doesn't mean you automatically have better teachers. The challenge of teaching in an inner city school can actually make a teacher a better teacher, they have to try harder to be effective. One should expect newer schools to have better facilities after all they are newer and were built to different standards the the old schools built in the inner cities years ago. But this is changing also. Some of the inner city schools are being replaced and they do have state of the art facilities.

The discipline problem is a real problem. The reason it is a problem is as I've stated before, the parents of the children do not care enough about their children. Education is not viewed as important. Why? Because the parent is on welfare and doesn't need to read or write because the welfare worker will fill out the forms. So why is it important for the child to be able to read and write! Many of the young girls that have the welfare babies have the babies for economic reasons and not for the reasons of love so they are naturally disinclined to care for these kids properly.
