The Board of Directors of ID Four, today announced they attended a second meeting with California State Senator Dede Alpert on Friday May 25th 2001 in San Diego, California. The meeting was to further discuss with Senator Alpert personally the high-tech immediate solution available to the Utility Companies for the Pre-emptive "Rolling Blackout" Alerts throughout California.

Senator Dede Alpert [D] Coronado, is an acknowledged leader amongst California legislators who are seeking solutions to the state's current energy problems. Senator Alpert has been at the forefront of calls for a fair deal for California consumers beset by the prospect of up to 35 days of outages this coming summer. Following Friday's powerful discussions of ID Four's ability to instantly notify consumers of impending outages using IDC pre-emptive technology. Senator Alpert voiced her support of continued efforts to have utility companies adopt the company's IDC solution.

The meeting with Senator Alpert quickly ascertained how in a matter of minutes an audio and visual alert could be sent to specific computer users in the designated zip codes within minutes of a notification by CalISO (California Independent Systems Operator) to the local Utility company of an impending power reduction. The Utility Company would then use the IDC Technology to notify all on-line computer users in the designated area of the impending Blackout. This method of almost immediate notification can be sent by a single programmer to the entire area to be affected in a matter of minutes. This allows both the general public, Businesses and Public Safety officials alike to act pro-actively to take the necessary measures for everyone's safety during the power interruption.

During the meeting, ID Four re-iterated how the advance warnings would include the ability for Building and Property management companies to prevent people from being trapped in elevators, Garages and Parking structures. How food related Businesses and Restaurant's could take steps to save food and health products safely. Consumers would be able to open their garage doors and "Pull the Plug" prior to the power interruption. Senator Alpert commented on how this kind of pre-emptive alert could save valuable time in the research sector of the Bio-Tech industry, where advance notice of impending Power Interruptions, would help determine the scheduling for crucial Lab experiments.


Value computer data could be saved as a result of advance warning to save files accounting and documents. Public safety officials [Caltrans and Police Departments] could dispatch additional staff to the Blackout areas before they occur.

Senator Dede Alpert

Senator Dede Alpert (D-San Diego) was re-elected to represent the 39th Senate District in 2000
after having served three terms as an assemblywoman and one term as a senator. She is widely
recognized as one of the Legislature's foremost advocates of public education. Her legislative
agenda has also consistently stressed ensuring a prosperous economy for California, as well as
advocating health and safety issues for women and children.

Senator Alpert currently chairs the powerful Senate Appropriations Committee; the Joint
Committee on the Master Plan for Education -- Kindergarten through University; the Select
Committee on Family, Child and Youth Development; and the Select Committee on Genetics and
Public Policy. Her standing committee assignments include the committees on Education, Natural
Resources and Wildlife, Agriculture and Water Resources, and Revenue and Taxation. Alpert is

Assurance Act of 1992, which gave California the most stringent mammography standards in the
country. She also was responsible for the Workplace Violence Safety Act of 1994, allowing
employers to obtain restraining orders against people who threaten individual employees or their
places of work and which now has been used as model legislation in many other states. Senator
Alpert authored Assembly Bill 1114 of 1993, which allows parents to choose the public school their
children will attend; the California Assessment of Academic Achievement Act in 1995, which
established a state-wide standardized test through which students, schools, and school districts
around the state could be compared; and the "Public Schools Accountability Act of 1999," which
created criteria by which California schools are evaluated according to student performance on
standardized tests, and high-performing or improving schools are rewarded and under-performing
schools are provided assistance. Alpert was a principal author of the "ABC" education reform
package of 1995, which requires the integration of phonics, basic spelling, and fundamental
computational skills into school curriculum as well as the Battered Women's Protection Act of 1994,
which provided $30 million to women's shelters in 1994-96 and became the foundation for greatly
enhanced funding of domestic violence services in California.
