Things beginning to unravel now. Stock prices will decline if no new money comes in. Individuals are wiped out or properly very chicken. It seems now a battle between funds to save whats left of any gains by selling before incurring greater losses of public funds trusted to them.
We need something to change the atmosphere and bring money back in:
1. An steady upward bias of stock prices- very remote.
2. A period of 90 days of stable stock prices -not likely
since volatility is worse, not better.

You are right about excessive margin, was up to 70% even on some riskier techs. IMO they should work them on down slowly to 30% or maybe 25% and never again forget about 1929 or 2000.
