In one way your author is quite right, it is not a Scientific Theory, for the simple reason that Scientific Theories speculate on physical mechanism as the causes of things. However, it is a Philosophical Theory, not a religious doctrine, having to do with the credibility of the perceived natural order occurring purely through random events, without implicit "intentionality" in the unfolding of events, however conceived or generated. As such, noticing that evolution wins by default because it is formulated "scientifically", but that it may be philosophically questionable, is reasonable.
