The purpose of rules is to set prescribed limits on conduct or on the natural order of things. The universe cannot operate without this kind of arrangement. The temporal universe is restrained by definition in accordance with the need conform to temporary limitations. Not similarly applicable in the context of an eternity outside of the created temporal universe.
