I speculated about this possibility earlier, when others were claiming that Intel would have a huge overcapacity situation. It actually makes perfect sense for Intel to construct newer, state-of-the-art facilities, while retiring some of their older plants. It allows them to maintain a large manufacturing advantage over their competitors. And, if those claims are true, and Intel is on track to ramp 90nm manufacturing faster than 130nm, then the lead they have relative to the industry is likely to increase.

If the microprocessor market has indeed peaked, then the winners will be those who can successfully reduce costs. Having 300mm wafer plants and more advanced manufacturing sooner will put Intel in a very favorable position.
