There are three pieces to certification.

1. Every electronics device must be certified to be safe. Fortunately nowadays in Europe this needs be done only once (typically) for all European countries, plus UL in USA, CSA in Canada and a few others around the world.

2. Every communcations device must be certified that it does not emit radio waves that would inhibit operation of other equipment (put your AM radio next to your TV for an example of this problem.)

3. Communications devices which attach to public telephone networks (modems, xDSL stuff, etc.) must be certified that they will not interfere with the operation of the network. Usually it is the telephone co. itself, or their authorized agency, that does this certification. This is likely the problem right now for ASND. It is a time-consuming process, involving many governmental agencies.
