I was careful to deliberately say nearly random...

I say yes if one looks at it in this way: Any system that can be programmed and tested and make a lot of trades is very likely to have a net gain near $0 excluding commissions.

A number of people including Larry Williams promote filtering or patterns to find systems which make decent returns on historical trades. But when those systems are tried on new data, they again have a net gain near $0.
