It is well-known that the Clinton administration was forced to tap on the brakes with regard to China assisting Pakistan once the opposition got strong. Nothing new there.

Through it all, the point that really matters is this -- whatever the reason, China had kept Pakistan in check. Until India conducted its nuclear tests, that is.
