Infrastructure and customer base. I would surmise that of the 5300 pole top units already permitted for central and northern CA, only a fraction of those have been actually installed. If my premise is true, then current lack of coverage area will hinder customer migration from using their current 9600 baud GTE cell phone to PCMCIA modem connection. I would doubt that capital would be an issue, but issuing more shares can not be excluded for awhile.
