dunno if anyone still follows this thread, but today the China-gate issue was finally closed, nearly six years after the alleged infraction and four years after it became a political and media feeding frenzy, with a token penalty and no admission of guilt by the company.

Loral has lost nearly 10B$ in market cap in the intervening years, and the US satellite manufacturing industry has been nearly destroyed by an onerous export control regime, to the benefit only of European prime contractors.

Just as "only Nixon could go to China" it took a Republican adminstration to finally close the books on this unfortunate prosecution of a once well respected company run, unfortunately, by a highly visible Democratic supporter.
