State and the CIA can still do their investigations and forcasts- armies shifting or bunching on borders, seriousness of verbal threats, and having time to suggest responses. But nowadays, if some terrorists drop biologicals in London or France, only hours may be available to determine a proper response in order to stop the next attack. There has to be a clear channel from bottom to top, to an alert official at the head of both State and CIA to make recommendations to the Pres. Thats Rices job. As head of State she would know what the various units are working on or studying, which response would best meet the situation, and present it to GWB. JMO Sig
