The man is certainly alert to what people are doing. My old ears cannot catch what he is saying on the tube, so I appreciate reading the article.

If Rice manages to shake up the State Department thats OK by me.

911 tells us things may happen much faster, with decisions needing to be made pronto, and not much time for deep political thoughts.

State and the CIA can still do their investigations and forcasts- armies shifting or bunching on borders, seriousness of verbal threats, and having time to suggest responses.

But nowadays, if some terrorists drop biologicals in London or France, only hours may be available to determine a proper response in order to stop the next attack.

There has to be a clear channel from bottom to top, to an alert official at the head of both State and CIA to make recommendations to the Pres.

Thats Rices job. As head of State she would know what the various units are working on or studying, which response would best meet the situation, and present it to GWB.
