You already know the answer to your question.

One debate is on domestic policy, one is on foreign policy.

The middle debate was scheduled at a college campus, town hall format, that most likely would be stacked with partisan college kids interested only in disruption.

Clinton in '96 also opted out of this debate.

If your guy was the incumbent, leading in the polls, he would opt out also.
