<ot>Hi MeDroogies - whether you [or I] buy it, it is irrelevant. It is a matter of if there are probable causes for investigation.
1st, you deserve the praise for being studious with the form and all. However, not being in the disputed locations myself, I cannot say therefore it is their own fault. It is common knowledge that people wait for hours to vote, therefore, there is a possibility that people didn't get the help they deserve. I understand it is a big assumption. My point is that your using your personal experience to make a case is equally a big assumption. Not a good way to convince impartial people who are told there were precedent [cf Maimi mayor.] If I were Gov Jeb Bush, I would bend over backward so that such appearance of laxity doesn't happen. But it did. I am not making any accusation, to be sure, but why invite charges if one can discharge it before hand. Sending out *sample* beforehand is laughable. How many people who are bombarded by junk mail who read their mail. What if they are illiterate? Are they 2nd class citizen? The reason you ve polling areas means you want to accomodate everyone willing to show up.
I don't know about your controling issues. One could argue that old segregated south couldn't control the fact there there were no african american candidate or the officials were bigots! That obviously doesn't make it right in our ears --- or at least in my ears.
Sport doesn't affect everyone. It is just a game, for crying loud! This is about Bills of Right. Your civil rights and my civil rights! This is about why we are americans. If one can't distinguish the two, lord helps us!
Doing that legal legwork even though the electorial college decision is well established illustrates the intentionality. If "decorum and honor" is just for show, then you are confusing it [as a compound quality] with hypocrisy. Personally, I prefer a junkyard dog with no pretense to a pretensuous hypocrite. But that is just me :)!
