Sure you can. Bureaucrats have performance targets to satisfy. You are right, it is hard to fire them, but it is too easy to fire people in the private economy, so that is a wash. Bureaucrats have constitutencies to satisfy too: voters, legislative oversight committees, the president---- so although it may be inefficient, it is comparable.
