Of-course legalized doesn't mean recognized. If some group of people want to have some ceremony, call themselves married, get recognized as married by whatever subset of the community that will recognize the marriage, live together, have sex with each other etc. That's their business. There shouldn't be some government suppression and imprisonment of those people for that reason. (Which doesn't mean they should be immune from arrest and prosecution of other crimes. Including marrying 12 year olds and such.)

None of that implies that government should have to, or even should, recognize the marriages and give any benefits to them. Doing so goes beyond legalizing the marriage.
