Mr. Chang has been a consultant for several organizations, including the Asian Development Bank, the World Bank and the United Nations. Funny and smart guy, although really tough accent for some very few words.
PS He makes really fun of the extreme Free-Trade success of Finland too, but cracks no jokes about New Zealand, only some about Canada, Adam SMith and Hamilton *who died in a duel) and especially Thomas and Milton Friedman, the flat headed.

PPS I am happy he does not make any jokes about Ayn Rand, because then he should move over to the department of sexual liberal libertarians.
PPPS I think he made a mistake tongue-translating the finnish pre-1980s regulations, probably an honest mistake because that makes them even funnier and truthfully true.
