Good AM Need Help on internet speeds and networking

Built this new computer this pass spring , everything was working fine . Went out of town for a few months come back and noticed how slow my internet speeds were , called the supplier of DSL everything fine on their end , their right tested the dsl jack they installed in the puter room and everything up to speeds with laptop.

I was using a amped 10,000 sq ft router as access point for other wireless devices with this desk top.
when i set up the router i still get good speeds with my lap top 17 mb down load 1.7 upload , cell phone ect all good , when i use the desktop pc hard wired from router to puter speeds are very very slow .650 kb

I disconnect the router and hard wire to the computer speeds very very slow still , i uninstall the driver and reinstall the driver for realtek family controller , speeds are back to normal once in a while 23 mb down load :)
But every time i reboot the computer speeds are slow again.

I even went out and purchased another network card 10/100/1000 and installed their driver still speeds slow
I have tried using different router still no luck

Could there be something with the bios ?

the main dsl router located downstairs working ok have tested it with laptop

have tried different cat cables

system win 7 pro 64 bit , 24 m of ram , have ran scans no virus or malware

using Z87-G41 PC Mate mobo
