Why would you think that a drug company wouldn't be able to charge for the benefit of doubling or tripling survival time?

They can if they are allowed to make large profits on successful drugs.

Control drug prices and they have much less ability to do so.

Even if the body effectively controlling drug prices allowed very high prices for these drugs, that wouldn't be enough. Most drugs won't be so successful and improving survival, and until the drug is developed and tested (and perhaps not until its actually been in use for a long time), we wouldn't know which drugs will improve survival that much. Lots of drugs have to be researched, developed, and tested, in order to get a few that meet your standard. Unless its profitable to develop lots of new drugs, you won't get the lots of new drugs, so you likely won't get most of those that would have met your standards had they been developed.
