China has deployed missiles in Tibet against India. But, I do not think they are mounted with nuclear weapons. India since Rajiv's time has been quite cognizant of these issues. The previous governments have had a lot of fears against sanctions. Since the economy has been improving and foreign exchange reserve is stable (thanks to falling crude oil prices and higher exports), the policy makers took the plunge now (especially in the wake of Ghouri) to display the long-awaited Indian nuclear deterrence.
