Iraqi Kurds publish draft oil law

Iraq's Kurdish autonomous region yesterday published a draft version of a law giving itself the right to control petroleum operations in its own territory and the disputed province of Kirkuk.

A memorandum attached to the draft provided by the Kurdish regional government said a final version would be presented to the Kurdish parliament in September, and that it had also prepared a draft of a petroleum law for the entire country. The move seems intended to rekindle debate on an issue which appeared to have been temporarily shelved.

Iraqi officials say they hope to pass a hydrocarbons law this year, but many observers believe that it will be postponed until 2007.

The question of who controls oil exploration - whether it be Iraq's federal government or regions such as Kurdistan - was dodged during the run-up to last year's constitution, which included vague language allowing the federal government to administer "current" fields provided it split revenues "in a fair manner" among the regions.Steve Negus, Iraq Correspondent
